TOMMY YOUNG

CEO / Certified Energy Analyst / Consultant

Tommy founded E3 California in 2007 specializing in building performance testing and compliance documentation. Recognizing a need in the industry for HERS Raters fluent in both building science and the nuances and politics of the energy code, he has assembled an elite team of HERS Raters, Green Raters and Energy Analysts that is now E3 California. Tommy has been a HERS rater for over twelve years and often does field work allowing him to stay current on industry trends and requirements.

Additionally, he performs ASHRAE Level I & II audits for commercial and multifamily residential properties seeking compliance with utility rebate programs. Tommy is a staunch believer in participatory leadership and continues to drive advocacy for clients and the industry as a whole. He served on the Board of Directors of the California Association of Building Energy Consultants (CABEC), and is a member of the California Energy Efficiency Industry Council (CEEIC) and the California Compliance Industry Advisory Group (CA-CIAG).

Molly Traglio

Project Director, Certified Energy Analyst, Energy Modeler, Project Manager

Molly is a certified energy analyst who has dedicated over 15 years of experience towards energy efficiency and sustainable design for single family, multifamily, and non-residential projects. She works as E3 California’s Project Director overseeing project implementation with a team of Project Managers to ensure the efficiency and success of project development. She is an essential part of the financial and administrative oversight of the company. Molly was previously a professional estimator for one of the largest mechanical contractors in the State of California.

Molly is E3 California’s resource for both utility rebate incentive programs and current Building and Energy Efficiency Codes and Standards. Additionally, she has expertise in both state and federal tax incentive programs. Molly was a strategic contributor to E3 California’s award for “Technical Consistency” in PG&E’s Multifamily Upgrade Program. It is her goal to continue providing clients cost-effective project specific solutions to an ever-changing energy industry while maintaining project goals.

David Houseworth

Operations / Sales Manager

David brings 30 years of Business Development experience with a background in IT/Telecom and Renewable Energy/Energy Efficiency. His Telecom/IT career spans 20 years with IBM, MCI and SureWest involved with large, complex projects with the State of California, Raley’s, Tower Records, Sprint and Wells Fargo Bank. David also worked at The Broadband Group in integrating advanced telecommunications into the development of master planned communities for clients including the Mountain House Community Services District, Forest City Realty Trust and Capital Growth Partners/United Park City Mines.

For the past 10 years David has been in sales and sales management across a spectrum of renewables and energy efficiency markets including residential solar at Paramount Energy Solutions, energy efficiency retrofits and residential and commercial solar at Beutler/Villara as well as in financing for residential renewables and energy efficiency retrofits at Renew Financial and PACE Funding Group.

Mark Silva

Project Manager / Certified Energy Analyst

Mark has over twelve years of experience in the building energy efficiency industry and has completed over 5,000 energy models. His fluency in the California energy code for both commercial and residential applications provides client project teams with a wealth of expertise and design recommendations to assist in evaluating building energy compliance and performance.

Mark’s experience also includes reviewing and recommending efficiency upgrades for industrial processing plants, schools, office buildings and multifamily high rise and mixed-use properties. Mark has a B.A. in Computer Information Systems and carries CEA certification for the California Energy Code.

Micaela McCraner

Project Manager / Certified Energy Analyst

Micaela has been a Title 24 energy analyst since 2003, and has worked on a variety of single family, low-rise multifamily, high-rise multifamily, and nonresidential projects. She has also provided support for various outreach and educational programs for the California Energy Commission and utilities. She currently manages projects enrolled in tax incentive programs, with a focus on energy efficiency and sustainability. She is committed to making the energy code work in harmony with every client’s needs and goals.

Micaela holds a BA from UC Davis in Art History, and a BS from Sonoma State in Energy Management and Design. Micaela is a Certified Energy Analyst for the 2019 California Energy Code.

Jesse Lenzy

Senior Rater

Jesse has been the lead E3 California Field Technician for over a decade providing excellent quality control and field verification services on both single family and multifamily projects throughout the state of California. He has earned credentials as a BPI Building Analyst, ENERGY STAR and HERS I and II Rater and manages our CalCERTS Registry work. Jesse’s field expertise includes: on-site energy auditing, field inspections and building performance diagnostic testing in addition to solar PV verifications and combustion safety inspections.

Villa Garcia Apartments

Villa Garcia Apartments is an affordable housing complex in Thousand Oaks, CA that completed a sustainability and energy efficiency renovation in 2017.

E3 California was contracted to complete the CTCAC Sustainable Building Methods (workbook) for the Application and Placed In Service phases, to coordinate with the SoCalREN incentive program, and to field verify the installation of all required energy efficiency measures for CTCAC and SoCalREN.

Originally built in 1964, Villa Garcia completed its first renovation in 2000. Renovations in 2017 include new energy efficient windows, new HVAC heating and cooling units, and lighting within tenant units upgraded to LED.

Villa Del Comanche

E3 California was contracted to complete the CTCAC Sustainable Building Methods (workbook) for the Application and Placed In Service phases, to coordinate with the PG&E MUP incentive program administratively, perform the test-in site assessment, and to field verify the installation of all required energy efficiency measures for the program and CTCAC.

Built in 1979-80, the upgraded energy measures at the property included new HVAC systems rated at 95% AFUE, 14 SEER/11 EER; new vinyl windows with an average U-factor 0.28/ SHGC 0.24; new Shingle Cool Roofing; and Energy Star refrigerators. The calculated percent improvement from existing conditions as determined by the PG&E Multifamily Upgrade program (MUP) was 24%.

Fun Facts: This community development has created quality, affordable housing for hundreds of families in Paso Robles. It received the 2019 Beautification of the Year Award by the Paso Robles Chamber of Commerce.

The HIVE

The Hive is a mixed-use community in uptown Oakland combining existing buildings, historical renovations, and newly constructed buildings. It is a combination of commercial spaces and residential units.

Energy building measures at the property include field verified Quality Insulation Installation (QII), high performance windows and patio doors, a solar water heating system and CRRC cool roofing products. Green building measures include 100% ENERGY STAR appliances in the residential units, 60% drought tolerant landscape, high levels of access to several local amenities and local transportation within ½ mile of the community, promoting community connectivity.

Fun Facts: This three story residential building achieved LEED Silver Certification in the Summer of 2016 which contributed to the overall project achieving the LEED for Neighborhood Development certification.

California Utility Allowance Calculator (CUAC)

The California Utility Allowance Calculator (CUAC) is a California energy use model for calculating utility estimates. The tool provides an estimate of what tenants will pay for utilities and is typically more accurate than a public housing authority utility allowance schedule. HUD Utility Schedule Model (HUSM)

Public Housing Authorities are required to maintain a utility allowance schedule for tenant-paid utilities, tenant supplied refrigerators and ranges, and other tenant-paid housing services. The allowance is used in determining family’s share and the housing authority subsidy. E3 California offers an expert team who can provide utility allowance results.

GreenPoint Rated

GreenPoint Rated is an approved third-party rating system for compliance with California tax incentive programs and is required by several California cities to comply with their green building ordinances.
