E3 California is a certified small business in our 19th year of operation. We are a green building and performance testing company with extensive experience in multifamily and affordable housing. Our services include assistance with various aspects of the CTCAC and CDLAC Tax Credit Programs process, building simulation energy modeling for Title 24 Energy Code Compliance, third party testing and diagnostics for building performance, GreenPoint Rater services, energy consulting, and third-party verification for several above code energy efficiency programs including those administered by the U.S. Department of Housing and Urban Development (HUD), local Housing Authorities, and various Utility Companies.

ABOUT THE POSITION

E3 California is seeking an Operations and Sales Manager to deliver high-quality proposals to our clients, maintain client relationships, and develop business opportunities with new clients.

The Sales Manager is the official representative for E3 California when interacting with its clients in project involvement interest inquiries, business development, estimating, and other related areas. The Sales Manager will be responsible for managing and coordinating sales opportunities and maintaining the image and reputation of the company by exercising sound and ethical business practices in all relations.

The specific duties and responsibilities may change or be increased as assigned and included. We anticipate over the first 8 to 12 months 75% of time will be devoted to managing our current client base and will involve sales to our existing clients. The remaining 25% of time will be contributed to the development of new accounts. We anticipate that after 12 months the percentage ratios of time spent will change based on the company’s direction in acquiring new clients and business.

This can be a remote position that would require periodic travel to company headquarters in Sacramento.

RESPSONSIBLITES

The specific duties and responsibilities may change or be increased as assigned and included, but are not limited to:

  • Deliver Results: Manage the proposal process from initial RFP review through submittal of the final executed agreement and participate as appropriate in the final acceptance meeting and project handoff with Project Managers.

    • Assist in the development and adherence to a business development plan, which strategically defines service territory, clients’ needs, and project objectives.
    • Responsible for achieving business development targets and ensuring that budgeted revenue forecasts are met through strategizing and coordinating the estimating and proposal activities which include proposal management, lead time communications, contract execution, and any other activities to help achieve revenue goals, build new relationships, and evaluation of market conditions for expansion of service opportunities.

    Be an expert: Lead proposal strategies with the team and understand key requirements of information, differentiators, and multiple work scopes with different client sectors.

    • Establish competitive and profitable contract parameters, terms and conditions.
    • Maintain records of proposals, client inquiries, sales calls, and any potential client contacts to ensure effective and timely client follow-up can be achieved to support the company and client goals.

    Build relationships: Communicate with existing and new potential clients, as well as work to increase client retention by providing superior and professional service to all clients and colleagues, which includes great communication through means of prompt client follow up.

    • Monitor and track bid attainment, research lost bids, and conduct market research to improve competitive strategies and techniques and prepare, lead, and report monthly meetings with E3 California Executive Team on the Business Development Key Performance Indicators.
    • Participate and attend trade shows and other in person related associations to promote E3 California and contribute to building new client relationship opportunities.
    • Maintain and manage promotion materials and any promotional related forms.

Operations Manager:

  • Monitor and manage the ‘Monthly PM & Sales Goals’ doc annually and adjust as needed per Sarah/Accounting’s updated minimum monthly invoicing goal.
  • Responsible for determining if we need additional resources to achieve monthly goals and discuss with the Executive Team. – Analyze and implement as needed (at least annually).
  • Responsible for coordinating and running quarterly Cashflow Meetings with Executive Team and Accounting. – Set quarterly meeting invites on calendar.
  • Provide report summary of quarterly Cashflow Summary to Executive Team. – Set reminders to send the Exec Team report of Cashflow Summary. 
  • Responsible for making sure each project manager is sending invoice requests meeting their monthly goals. 
  • Determine any changes to the process that may be necessary to meet our monthly goals more efficiently.
  • Maintain the ‘Sales Order Timeline’ spreadsheet for quarterly reporting.

Manager of the Administrative Assistant. (Administrative Assistant Duties Include:)

  • Payroll administration
  • Human Resources administration
  • Accounts payable and accounts receivable administration
  • Office manager
  • Certifications, insurance renewals
  • Proposal generation
  • Special projects

MINIMUM SKILLS / QUALIFICATIONS:

  • Bachelor’s degree in business or related field and/or must have 3 or more years of proposal management and coordination experience for a small business of less than 50 employees, preferably in the architectural community.
  • Preferred industry knowledge including but not limited to California Green Building Standards Code (Title 24,
  • Part 11) Energy Efficiency and Green Building, CTCAC, ECC/HERS, Build It Green, LEED, Residential and Commercial New Construction and Rehabilitation Projects
  • Proficient use of Microsoft Applications and an advanced understanding of electronic communication and record keeping functions at a current level. Knowledge of various CRM web-based tools a plus.
  • Must possess excellent written and verbal communication skills with the ability to present in front of groups.
  • Positive, sales-oriented personality required.
  • Must be a self-starter with the ability to work both individually and be a strong team player in a team environment.
  • Strong technical / customer service orientation / work ethic.

Villa Garcia Apartments

Villa Garcia Apartments is an affordable housing complex in Thousand Oaks, CA that completed a sustainability and energy efficiency renovation in 2017.

E3 California was contracted to complete the CTCAC Sustainable Building Methods (workbook) for the Application and Placed In Service phases, to coordinate with the SoCalREN incentive program, and to field verify the installation of all required energy efficiency measures for CTCAC and SoCalREN.

Originally built in 1964, Villa Garcia completed its first renovation in 2000. Renovations in 2017 include new energy efficient windows, new HVAC heating and cooling units, and lighting within tenant units upgraded to LED.

Villa Del Comanche

E3 California was contracted to complete the CTCAC Sustainable Building Methods (workbook) for the Application and Placed In Service phases, to coordinate with the PG&E MUP incentive program administratively, perform the test-in site assessment, and to field verify the installation of all required energy efficiency measures for the program and CTCAC.

Built in 1979-80, the upgraded energy measures at the property included new HVAC systems rated at 95% AFUE, 14 SEER/11 EER; new vinyl windows with an average U-factor 0.28/ SHGC 0.24; new Shingle Cool Roofing; and Energy Star refrigerators. The calculated percent improvement from existing conditions as determined by the PG&E Multifamily Upgrade program (MUP) was 24%.

The HIVE

The Hive is a mixed-use community in uptown Oakland combining existing buildings, historical renovations, and newly constructed buildings. It is a combination of commercial spaces and residential units.

Energy building measures at the property include field verified Quality Insulation Installation (QII), high performance windows and patio doors, a solar water heating system and CRRC cool roofing products. Green building measures include 100% ENERGY STAR appliances in the residential units, 60% drought tolerant landscape, high levels of access to several local amenities and local transportation within ½ mile of the community, promoting community connectivity.

CTCAC/CDLAC Application and Placed in Service

E3 California has Certified Energy Analysts who provide energy efficiency and renewable energy components of the application and final placed-in-service phase for tax credit programs.

Title 24

Develop compliance calculations and reports that establishes that the building meets or exceeds the energy requirements of the California Building Code. E3 California has Certified Energy Analysts who provide expert and cost-efficient Title 24 solutions.

ECC Verification (Home Energy Rating System)

ECC Verification (also known as Field Verification and Diagnostic Testing) is a way to ensure that the various features of a home meet the California Building Energy Efficiency Standards. If work requires ECC testing, E3 California has certified ECC Raters who perform field verification and diagnostic testing on the appropriate features to receive the Certificate of Occupancy.

California Utility Allowance Calculator (CUAC)

The California Utility Allowance Calculator (CUAC) is a California energy use model for calculating utility estimates. The tool provides an estimate of what tenants will pay for utilities and is typically more accurate than a public housing authority utility allowance schedule. E3 California offers a team of certified experts who can provide efficient and accurate utility allowance calculator results.

HUD Utility Schedule Model (HUSM)

Public Housing Authorities are required to maintain a utility allowance schedule for tenant-paid utilities, tenant supplied refrigerators and ranges, and other tenant-paid housing services. The allowance is used in determining family’s share and the housing authority subsidy. E3 California offers an expert team who can provide utility allowance results.

GreenPoint Rated

GreenPoint Rated is an approved third-party rating system for compliance with California tax incentive programs and is required by several California cities to comply with their green building ordinances. E3 has GreenPoint Raters who are experienced building professionals with specialized backgrounds and training. Our team offers top-level GreenPoint Rater services for all building types.

LEED for Homes

LEED (Leadership in Energy and Environmental Design) is the most widely used green building rating system in the world. LEED certification allows developers to attract tenants and investors to meet Energy, Sustainability and Governance (ESG) goals. 45L

45L is a federal tax credit program to offset the costs associated with building energy efficient single family or multifamily properties. The credit provides a dollar for dollar offset against taxes owed or paid in the tax year in which the property is sold or leased.  Our team provides valuable support to maneuver program requirements and to help generate 45L certificate documentation to meet your project tax credit goals.
